Communities Facing Disasters

Feb. 12, 2026

Check out Carl C. de Baca's article, "Communities Facing Disasters," in this month's issue of The American Surveyor.  The article explores the long-term recovery process for disaster-stricken areas, specifically highlighting the rebuilding efforts in Lahaina following the 2023 wildfires. It focuses on the critical role Hawai’i Community Lending plays in coordinating essential land surveys and financing to help residents transition from debris cleanup to home construction.

Maui Reference Station - Surveyors Supply Company

Sep. 19, 2023

Surveyors Supply Company is committed to assisting in the Lahaina relief & recovery process.  In support of this effort, we have partnered with Leica Geosystems to donate, establish, & position a GNSS RTK Reference Station in Lahaina streaming NTRIP corrections over the internet.  This station is being maintained by Leica Smartnet North America and RINEX static data is also available and can be accessed for this station.  The station is tied into NAD83 Hawaii SPCS Zone-2 and is located at the Lahaina Water Treatment Facility above Lahainaluna High School.  The station is available to use at no cost for surveyors, contractors, GIS Professionals, & government officials working on the Lahaina relief & recovery effort.  To access correction data & additional site information please contact Tyler Sylvester - email: [email protected] - phone: 808-676-7944.

This project would not have been possible without the help of Jake Freeman with Action Survey and the Maui Department of Water Supply with their assistance and resources.

NSPS Foundation Disaster Relief Fund

Aug. 9, 2023

HLSA hopes all of the Maui survey ohana, including your families, and your employees. are unharmed by the fires, and that all goes well with the aftermath and cleanup.

If you, your families, or your employees should need assistance with recovery and getting back to work,  please reach out to the NSPS Disaster Relief fund.   It is not a huge fund, but has been set up through the years for just this purpose.  This fund is to assist the survey community in recovery so they can get back on their feet when disaster strikes,  whether they are NSPS members or not.

Below is an excerpt from the NSPS website: Disaster Relief - National Society of Professional Surveyors (nsps.us.com)

With the recent weather-related disasters across the United States, the NSPS Foundation stands ready to provide assistance to our fellow surveyors when disasters strike.

Disaster Relief applications are being accepted, whether the applicant is an NSPS member or not. The primary requirement is that the geographic area where the applicant resides, must have been designated a disaster area by a federal, state, or local government authority. Those requesting funds will need to submit a copy of the declaration of disaster along with the request for funds. If no government authority declares an emergency, other supporting evidence of the loss may be considered.

Completed applications will be accepted by regular mail, fax (240-439-4952) or email.

Surveyor's Right-of-Entry Bill (SB1468) is Now a Law and More!

Jul. 6, 2023

We have good news to share! The Right-of-Entry Bill (SB1468) that HLSA has been working on since 2022 was signed by the Governor and became law (Act 209) on July 3. This Bill protects Surveyors from charges of criminal trespass under certain circumstances and conditions outlined in Act 209. Click on the following link to get a copy of Act 209.

Act 209 - Surveyors' Right-of-Entry

Additionally, HLSA has been made aware of another bill related to trespassing via a UAS – Act 58 –  which was enacted on June 5. HLSA feels that the surveying community may not be aware of this new law. However, Act 58 will inevitably affect how surveyors conduct their operations as UAS plays an increasing role in surveying. In short, if a UAS crosses a property line and comes within 50ft of a dwelling to coerce, intimidate, or harass another person then the operator can be charged with trespass with a drone, a misdemeanor offense. Click on the following link to get a copy of Act 58.

Act 58 - Trespass with a UAS

HLSA is looking forward to working on our next legislative goal, a Statute of Repose, in the upcoming Legislative Session. We are creating a working group to address this legislation. The Board of Directors will keep everyone posted on new developments as they come up. If you have any comments/suggestions or would like to be part of the working group, please contact our Legislative Liaison – Meyer Cummins or NSPS Director – Joanne Williamson through our website.

Thank you,

HLSA Board of Directors
