We are just under one week away from kicking off the 2025 Pacific Rim Geospatial Conference at the Ala Moana Hotel by Mantra!

NSPS Foundation Disaster Relief Fund
HLSA hopes all of the Maui survey ohana, including your families, and your employees. are unharmed by the fires, and that all goes well with the aftermath and cleanup.
If you, your families, or your employees should need assistance with recovery and getting back to work, please reach out to the NSPS Disaster Relief fund. It is not a huge fund, but has been set up through the years for just this purpose. This fund is to assist the survey community in recovery so they can get back on their feet when disaster strikes, whether they are NSPS members or not.

With the recent weather-related disasters across the United States, the NSPS Foundation stands ready to provide assistance to our fellow surveyors when disasters strike.
Disaster Relief applications are being accepted, whether the applicant is an NSPS member or not. The primary requirement is that the geographic area where the applicant resides, must have been designated a disaster area by a federal, state, or local government authority. Those requesting funds will need to submit a copy of the declaration of disaster along with the request for funds. If no government authority declares an emergency, other supporting evidence of the loss may be considered.
Completed applications will be accepted by regular mail, fax (240-439-4952) or email.

*NEW* FEMA Elevation Certificate Is Officially Released!
The updated edition of FEMA Elevation Certificate (FEMA Form FF-206-FY-22-152, dated 10/22) is now officially released and effective immediately.
Surveyors are required to use this new edition from now on. The new form and instructions can be accessed through following link,

HLSA will be organizing workshop(s) on how to prepare the new Elevation Certificate in coming months. Stay tuned!

Surveyor's Right-of-Entry Bill (SB1468) is Now a Law and More!
We have good news to share! The Right-of-Entry Bill (SB1468) that HLSA has been working on since 2022 was signed by the Governor and became law (Act 209) on July 3. This Bill protects Surveyors from charges of criminal trespass under certain circumstances and conditions outlined in Act 209. Click on the following link to get a copy of Act 209.
Act 209 - Surveyors' Right-of-Entry
Additionally, HLSA has been made aware of another bill related to trespassing via a UAS – Act 58 – which was enacted on June 5. HLSA feels that the surveying community may not be aware of this new law. However, Act 58 will inevitably affect how surveyors conduct their operations as UAS plays an increasing role in surveying. In short, if a UAS crosses a property line and comes within 50ft of a dwelling to coerce, intimidate, or harass another person then the operator can be charged with trespass with a drone, a misdemeanor offense. HLSA is looking forward to working on our next legislative goal, a Statute of Repose, in the upcoming Legislative Session. We are creating a working group to address this legislation. The Board of Directors will keep everyone posted on new developments as they come up.
